Just a shot in the dark here, but does anybody have an understanding of where the rules come from settting the "international scouting periods"? I
've read the ML Rules, the PBA, and the CBA, it doesn't seem to be in there. To the best of my understadning, the "early" international
signing period is between July 2 and August 31 (I've read some reports that it ends on August 20, but I've also seen a lot of confirmed signings
between Aug. 20-31). I also took a look back at the confirmed Red Sox international signings over the past six years, and there does seem to be a distinct set
of time periods when nearly all international signings take place:
(1) July 2 - August 31 (Early Signing Period) (2) September 7 - November 16 (Secondary Signing Period?) (3) January 20 - May 1 (Roster-Filler period?) (4) June 1-10 (for international HS graduates) Anybody know anything about this?

As I understand it works like this:
- If you turn 16 after September 7th you are eligible to signed July 2 the following year. For example Tejeda turned 16 December 26, 2005 so he was eligible to signed July 2 the following year. The period is from the 2nd to Sept 7, if a player turns 16 in between this dates he can signed the day of his birth date. For example Angel Villalona was born 08/13/1990 that why he had to wait until his birth date to signed even though he had a fair amount of hype before July 2. - Basically there is one period but player signed all over the year because they couldn't land contracts the day they were available. - The rules are tied in with the date a league ends because a team can signed a player only if that player turns 16 by the end of the regular season. The Reds used this as a loop hole to signed Juan Duran. Everybody thought the last day of eligibility was Aug 31st but the Pioneer League ends Sept 7th and Duran was born Sept 2 so he was eligible to signed and didn't need to wait until July 2 of the following year like everybody else thought. This is what I've been able to gather over the years, as I said it is only one period but guys signed all over the year because they couldn't land contracts the day of their eligibility. Thats why many of the player that signed the other dates are names that we never hear, they don't warrant much attention unless they turn heads on the field. What I would say is that this are scouting cycle but that has nothing to do with whether a player is eligible for one period or the other.

I think you're actually right, Norbit - players can sign at any time during the year once eligible, and the Early International Signing Period likely just
has to do with when top players can first become eligible. The reason for the other "periods" is probably just because of scouting cycles and other
contractual nuances. In practice, it probably breaks down loosely to something like this:
Early Signing Period (for the top players) - July 2 to End of MIL regular season Secondary Signing Cycle (for second-tier players) - End of MIL regular season to November 16 Roster-Filler Cycle (for teams to sign filler players for DSL/VSL squads) - January 20 - May 1 International HS Graduate Cycle (for international players who would have been eligble by age, but didn't sign because of HS eligibility) - June 1-10

If this player isn't who he purports himself to be in the contract, I would assume the Nationals can easily void it and demand the bonus back. Whether he
still has the money is another story, but it'll be worth the legal fees for them.

between a 19 year old and a 23 year old in the GCL? It's not pretty:
Not that he was going to play this year, but cross Esmailyn 'Smiley' Gonzalez off your prospect sheets. It seems he's really named Carlos Lugo, and he's 23, not 19. Last year he played in the Gulf Coast League; when we thought he was 19, that GCL season rated as having a future peak value of .271/.364/.411, a healthy .272 eqa, and clearly a major-league quality future. As a 23-year-old in the GCL, it has a future value of .237/.302/.335, a basically worthless .225 eqa. |

•The fight for the top Dominican amateur bonus this year appears to be between Sanchez, outfielder Wagner Mateo, catcher Jacob Beltre and shortstop Miguel Angel Sano. No player is expected to receive as much as the $4.2 million given last year by the Oakland A's to pitcher Michel Inoa. The most interesting fight within the fight may be between the catchers Sanchez and Beltre. Both are clearly at the top of their positions, and both wield powerful bats. Of the two, scouts say that Sanchez is more advanced defensively, but one National league scout said he still prefers Beltre, who was formerly an outfielder making the transition to catcher. "To me Beltre plays the game with more passion than I've seen with Sanchez," he said. "Beltre just has an enthusiasm you can't teach." Wagner Mateo "a sweet-swinging outfielder who will compete for this year's highest signing bonus, likely more than $2 million", shortstop Miguel Angel Sano, "a shortstop with a booming bat and a laser, rocket arm who baseball people say could command $3 million."
