Considering Portland weather in April, I don't think they'll need to worry about limiting his starts- he won't make a start until mid-May.
I dont like to get into advanced projections on prospects. Especially one who barely has a full year of professional experience, but if he is truly as advanced as the reports say then there is no reason to believe it's out of the realm of possibility he'll be able to pitch in the majors next year. A lot of pitcher make it to the show at 20/21 and a lot of them do alright. Porcello and Hanson are two from last season that jump right now. Price and Feliz are probably even better examples as they started in the minors and came up later in the year. Porcello went right from single A to the majors.
Disclaimer: This next part isn't suggesting he doesn't need to improve all areas of his game to a degree. But if you agree with the reports
He doesn't need to work on fastball command. He already has developed a plus change up and breaking ball. He can work both sides of the plate at different planes. Basically, it sounds as if he needs experience and to learn how to attack hitters, etc. Experience is what it is and you can't really learn to attack hitters unless you are challenged.
